About the MRC counsellor job in Mosul

The post reports to the Project Manager and works day to day with the MRC Coordinator, fellow counsellors, administrative staff, government counterparts and headquarters units. MRAPP’s goal is stronger migration prevention and easier access to information, counselling, referrals and reintegration support across Iraq, and it works hand in hand with the Ministry of Migration and Displacement to strengthen and expand the MRC model.

Responsibilities

  • Counselling, guiding and referring clients, among them prospective migrants, returning migrants, migrants and their families, face to face, by phone and online, then following up on referrals to agencies such as technical and vocational institutes or the authorities that process documents for overseas employment
  • Updating the MRC’s social media accounts (Facebook included), website and database together with the MRC Coordinator, and supporting outreach through media, online discussions, forums, symposiums and conferences
  • Building networks and contacts with public and private agencies, and organising community events: briefings held in academic institutions and training centres, symposia with civil society, training sessions for education and emigration consultancies, and booths or kiosks in public places giving out materials on safe, orderly and regular migration, return and reintegration included
  • Mapping the programmes, services and activities that other stakeholders run on migration, with research support from the ICMPD team and, where applicable, consultants or experts
  • Compiling migration knowledge materials, revising or developing brochures, handbooks, audio-visual products and web-based information documents, and keeping online discussions active with timely replies to the issues and requests raised
  • Assisting the MRC Coordinator in monitoring and updating workplans so that results line up with the priorities and strategies set nationally by government partners and by the projects, all within ICMPD rules and procedures
  • Contributing to reports and to answers to client feedback, passing policy or programmatic recommendations to the relevant agencies, and logging activities, events and outreach in the MRC database
  • Helping prepare the MRC Coordinator’s documents on the agreed formats: progress reports (weekly, quarterly and annual), work plans and budgets, activity and mission reports, meeting agendas and minutes, and budget-related papers such as expenditure plans and advance requests

Requirements

  • Bachelor’s degree or equivalent in a relevant field; in its place, the employer may accept a high school diploma or equivalent plus two extra years of relevant work
  • Grasp of how migration works in the country, backed by experience in the migration field there
  • Command of English and Arabic, spoken and written
  • Organisational, planning and prioritising skills, with analytical thinking to gather and compile information, spot relationships and patterns in data and propose workable solutions
  • Initiative and good judgement for working independently with minimal supervision, and the capacity to take decisions, after consulting the supervisor, that fully respect ICMPD’s operational regulations and rules
  • Client orientation and sound knowledge of social work, outreach, community engagement and effective service delivery
  • Ability to work well with colleagues and partners from different countries and cultures, and to build working relationships at every level of the organisation
  • Experience in administering and managing an office, and in dealing with local authorities and businesses, plus proficiency in standard IT tools

Preferred qualifications

  • Prior work with international organisations
